Thomas P. McGuire, National Weather Service (Ret.), is a senior consultant to GWO and to DBS Weather Impact Corp., and was the National Weather Service Area Manager for Southern New England. He has a B. A. Degree in Meteorology from New York University. Mr. McGuire is a member of the American Meteorology Society and a Charter member of the National Weather Association
David B. Spiegler is a Certified Consulting Meteorologist (CCM) and a Fellow of the American Meteorological Society (AMS) who has developed several analysis and prediction techniques that have been used, and are used, operationally under contract with U.S. Government agencies. He has a M.S. Degree in Meteorology from New York University.

David A. Dilley ( contact ) founded Global Weather Oscillations, Inc. in 1991, with the specific understanding that weather and climate occurs in cycles, and if you know the primary driving force which controls these cycles, they can be forecast well into the future.
For over 20 years, Mr. Dilley has conducted extensive ongoing research of the "Lunisolar Precession" relating to oscillations and cycles of the moon's gravitational field portrayed on earth, and the sun's electromagnetic field.
Mr. Dilley calls these natural forces the "Primary Forcing Mechanism" for climate change (PFM),
and has incorporated the PFM into the Global Weather Oscillations climate models. It has been found that these powerful PFM cycles control many aspects of the climate such as; changes in position of the Bermuda and Pacific semi-permanent high pressure centers, which in turn control hurricane tracks from one season to the next. Cycles of the PFM highly influence the formation and life span of the El Niño and La Niña in the tropical South Pacific, historical weather/climate cycles, and earthquake cycles due to changes in the liquid outer core and mantle.
Mr. Dilley is a former National Weather Service Meteorologist, B.S. and M.S. Degrees in Meteorology, and over 40 years of experience in the field of meteorology. He is a member of the American Meteorological Society and the National Weather Association.
